Public Participation

Public participation is offered in the following ways:

  • Community members may attend the meeting in person at the Morro Bay Veterans Hall.
  • Alternatively, members of the public may watch the meeting and speak during general Public Comment or on a specific agenda item by logging into the Zoom webinar using the information provided below.  Please use the "raise hand" feature to indicate your desire to provide public comment. 
  • Meetings are also broadcast on cable Channel 20 and streamed on the City's website.  
  • Community Members are encouraged to submit agenda correspondence via email to the City Council at [email protected] prior to the meeting.   Agenda correspondence received by 10:00 a.m. on the meeting day will be posted on the City website.

Members of the audience wishing to address the Council on City business matters not on the agenda may do so at this time. For those desiring to speak on items on the agenda, but unable to stay for the item, may also address the Council at this time.

  • Public comment is an opportunity for members of the public to provide input to the governing body. To increase the effectiveness of the Public Comment Period, the City respectfully requests the following guidelines and expectations be followed:
  • Those desiring to speak are asked to complete a speaker slip, which are located at the entrance, and submit it to the City Clerk. However, speaker slips are not required to provide public comment.
  • When recognized by the Mayor, please come forward to the podium to speak. Though not required, it is helpful if you state your name, city of residence and whether you represent a business or group. Unless otherwise established by the Mayor, comments are to be limited to three minutes.
  • All remarks should be addressed to Council, as a whole, and not to any individual member thereof.
  • The Council respectfully requests that you refrain from making slanderous, profane or personal remarks against any elected official, commission and/or staff.
  • Please refrain from public displays or outbursts such as unsolicited applause, comments or cheering.
  • Any disruptive activities that substantially interfere with the ability of the City Council to carry out its meeting will not be permitted and offenders will be requested to leave the meeting.
  • Your participation in City Council meetings is welcome and your courtesy will be appreciated.
  • The Council in turn agrees to abide by its best practices of civility and civil discourse according to Resolution No. 07-19.

Unless an item is pulled for separate action by the City Council, the following actions are approved without discussion. The public will also be provided an opportunity to comment on consent agenda items.

  • Recommended Action

    Approve Consent Agenda items 6.a through 6.g as submitted. 

(Fire Department)

  • Recommended Action

    Authorize the Fire Chief to sign a purchase agreement in the amount of $669,101.49 for a Pierce Type 3 Wildland Fire Engine to replace Engine 5371 through South Coast Fire Equipment using a Sourcewell Cooperative purchasing agreement.

(Harbor Department)

  • Recommended Action

    Adopt Resolution No. 52-25 authorizing the Harbor Business Manager to execute and act as the City’s agent for the attached FY 2025-26 Surrendered and Abandoned Vessel Exchange Grant (SAVE) Agreement #C25S0605 with the State of California Department of Parks and Recreation, Division of Boating and Waterways (DBW) for $15,750.00 for funding to remove abandoned/surrendered vessels and hazards to navigation, and authorizing the related budget amendment.

(Harbor Department)

  • Recommended Action

    Adopt Resolution No. 53-25, authorizing the Harbor Business Manger to execute and act as the City’s agent for the attached FY 2025-26 Boating Safety and Enforcement Equipment Grant (BSEE) Agreement # C25L0604 with the State of California Department of Parks and Recreation, Division of Boating and Waterways (DBW) in the amount of $32,689.96 to purchase two replacement transom assemblies and two outdrives, and authorizing the related budget amendment.

(Community Development Department)

  • Recommended Action

    Do not make findings to support the Determination of Public Convenience or Necessity (PCN) that would allow the sales of alcohol with use of a Type 21 – General license for Morro Bay Cigarettes, Inc. at 640 Quintana Road.

(Fire Department)

  • Recommended Action

    Authorize City staff to prepare a response to the letter of interest exploring shared fire and EMS services.

(City Clerk)

  • Recommended Action

    Conduct interviews and make an appointment to fill an unscheduled vacancy on the Citizens Oversight/Finance Advisory Committee (“CFAC”) and extend the term end date to January 31, 2028.

(Community Development Department)

  • Recommended Action

    Receive and file a quarterly update on the Community Development Department’s progress in implementing the City’s Short-term Rental Ordinance and provide staff direction as necessary.

(City Attorney/City Clerk)

  • Recommended Action

    Discuss and give direction to staff regarding the potential development and adoption of an Ordinance establishing local campaign finance contribution limits.
