PUBLIC COMMENT

Members of the audience wishing to address the Council on City business matters not on the agenda may do so at this time. For those desiring to speak on items on the agenda, but unable to stay for the item, may also address the Council at this time.

• Public comment is an opportunity for members of the public to provide input to the governing body. To increase the effectiveness of the Public Comment Period, the City respectfully requests the following guidelines and expectations be followed:
• Those desiring to speak are asked to complete a speaker slip, which are located at the entrance, and submit it to the City Clerk. However, speaker slips are not required to provide public comment.
• When recognized by the Mayor, please come forward to the podium to speak. Though not required, it is helpful if you state your name, city of residence and whether you represent a business or group. Unless otherwise established by the Mayor, comments are to be limited to three minutes.
• All remarks should be addressed to Council, as a whole, and not to any individual member thereof.
• The Council respectfully requests that you refrain from making slanderous, profane or personal remarks against any elected official, commission and/or staff.
• Please refrain from public displays or outbursts such as unsolicited applause, comments or cheering.
• Any disruptive activities that substantially interfere with the ability of the City Council to carry out its meeting will not be permitted and offenders will be requested to leave the meeting.
• Your participation in City Council meetings is welcome and your courtesy will be appreciated.
• The Council in turn agrees to abide by its best practices of civility and civil discourse according to Resolution No. 07-19.

Update to the Harbor Department Rules and Regulations, Section 9, to align with the City's Skiff Storage Fee established in the City's Master Fee Schedule

• Recommended Action

  Adopt Resolution No. 17-24 updating the Harbor Department Rules and Regulations to align with the City’s current adopted Master Fee Schedule for Skiff Storage Fee.

Ministerial approval of Parcel Map MP 22-0025 (3230 Beachcomber) and Acceptance of 5' Public Sewer Utility Easement

• Recommended Action

  Adopt Resolution No. 18-24 ministerially approving finality of proposed Parcel Map MB 22-0025 (which was previously approved by Planning Commission under the designation of Tentative Parcel Map PAR22-02) with a 5’ public utility easement.

Adoption of Resolution No. 19-24 Approving a New Lease Agreement with Van Beurden Investments Lease site 78-81/78W-81W, Dutchman's Seafood House, 701 Embarcadero

• Recommended Action

  Adopt Resolution No. 19-24, approving 29-year Master Lease Agreement with Van Beurden Investments for lease site 78-81/78W-81W, Dutchman's Seafood House.

Authorization to accept $35,888.50 in Grant Funds from the Friends of the Morro Bay Harbor Department for the purchase of a Polaris Utility Terrain Vehicle (UTV) for the Harbor Department

• Recommended Action

  Authorize the City Manager to execute an agreement accepting grant funding from the Friends of the Morro Bay Harbor Department to purchase a Polaris UTV for beach rescue operations.

California State Water Resources Control Board Division of Financial Assistance Minimum Recycled Water Implementation Requirements Letter 

(Public Works Department)

• Recommended Action

  Receive and file the following letter from the California State Water Resources Control Board (SWRCB) Division of Financial Assistance (DFA) Letter regarding the minimum recycled water implementation requirements necessary to satisfy the requirements of the City’s Clean Water State Revolving Fund (SRF) Loan Agreement.

Authorization to reimburse Council Member Travel Expenses to attend C-MANC Washington Week Meetings

• Recommended Action

  Approve reimbursement of travel expenses of approximately $2,500 submitted by Mayor Pro Tempore Landrum to be paid from grant funds received from the Central Coast Joint Cable Fisheries Liaison Committee

9.a

Key Staffing Vacancies Update

• Recommended Action

  That the City Council receive an update on key staffing vacancies and provide direction as deemed necessary.

9.b

Approval of Finance Director Job Description and revised Salary Schedule

(City Manager)

• Recommended Action

  Adopt Resolution No. 20-24 reinstating the Finance Director Job Classification and Job Description and approve pay schedule, and adopt Resolution No. 21-24 approving a revised FY 23-24 pay schedule including the Finance Director Classification and increasing the salary for the Community Development Director to align with other Morro Bay director positions.
